change sigil character '%' to '~' for v0.12.5

Eep, I hadn't noticed that ~ was the new %. This seems good; should we keep both for now (to support people working with older versions of Elixir?)

@antifuchs It was a long time since elixir supported % for sigils. It is now used for map literals which I would guess conflicts with the sigil syntax (I do not use emacs).
