Provide support for default log collection in receivercreator's discovery

It would be nice to provide support for users to configure default log collection for the discovery feature.

At the moment users that want to rely on discovery feature of the receiver creator will need to ensure that all of their pods are annotated properly and there is no static filelog receiver configuration enabled (to avoid log duplication).

Describe the solution you'd like

If there is the option to rely only on the discovery feature users could just enable log collection by default for every pod that is discovered unless the pod's annotations instruct otherwise.

This would allow the discovery feature can play well as drop-in replacement of the "static" filelog receiver.
