Just want to weigh in that I’m having the same problem. On Claro mobile I’ve so far only found one site that doesn’t load, but on Vivo Fibra, nothing I’ve tried loads except for one website (repository). I’ve asked around and a person whose fiber is Giga+ can also access some websites, but not others (repo). It is absolutely not a problem on OP’s end. |

I'm having the same issue with any website that's hosted on GitHub Pages. Not just every Brazilian websites stopped working, any of them just doesn't load anymore. Everything was working pretty well 3 days ago. I think that it's not a GitHub's issue, but the Brazilian Government itself blocked the GitHub Pages DNS in Brazil, for some reason. Because I think it's very suspicious to it stop only in Brazil, even because the server are located in the US. |

It works using a local-Brazilian VPN service (e.g. public Universities' ones: Unesp and Unicamp), but not by the local ISP (e.g. Vivo, Claro, Cabonnet, InternetWay ...). |

Are there any workarounds for this issue? One of my dependencies requires access to Chrome for Testing, but the site is currently inaccessible. |

It's like GitHub Pages is blocking access to our IP or our ISP is blocking access to GitHub Pages, so the only way I see if I'm not mistaken is using a VPN |

This IBM/Red Hat website is also unavailable to me (https://docs.instructlab.ai/), even though they use their own domain. This shows that it is a block happening at the IP level. |

Vtal (formerly Oi) is also affected. Whenever I try to access a page that is hosted on Github Pages (or uses its features), it times out. The IP addresses always point to a Fastly CDN, the unreachable ones appear to be 185.199.108.153, 185.199.109.153, 185.199.110.153 and 185.199.111.153. Other Fastly IPs are fine. Edit: To complete the information provided, Vtal ASN is 7738. |

Also still having this problem using TIM FIBRA in Brazil. I cannot access formulae.brew.sh which is an alias for homebrew.github.io. VPN to Brazil works, but slowly. {

@trunet Fontes confiáveis me confirmaram que esse processo solicitou SIM o bloqueio do GitHub Pages, das 18h até as 23:30 do dia 30/10/2024. O fato de ainda estar bloqueado pode ser pelos seguintes motivos:

Mandei uma mensagem pelo link do "Fale Conosco" disponível do site da Vtal com brevíssimo relato do problema e pedindo que a equipe técnica deles verifique a discussão aqui nessa página. Agora esperar que realmente chegue em alguém que possa fazer alguma coisa lá, se realmente se tratar de um problema do lado deles e não deles estarem de fato seguindo uma decisão judicial de modo que tem que bloquear inúmeros sites não relacionados. |

O bloqueio acontece nas redes da V Tal (AS7738 AS8167), que oferece serviços de telecomunicacao para varias operadoras do brasil, e provavelmente outras. Instale o software da OONI e teste os sites lá, assim os relatorios ficam publicos e podemos ver quais operadoras estão bloqueando. |

Tem plena razão. Diversos sites e serviços legítimos são bloqueados a esmo. O pastebin.com é bloqueado no DNS da Oi. Descobri isso, da pior forma, quando precisei compartilhar um texto e simplesmente estava inacessível. |

o segredo de justiça do processo foi negado, e eu nao acho justo oq foi feito de simplesmente bloquear o gh pages por 1 pessoa entre milhoes que dependem e trabalham com isso diariamente. contatar o gh / donos dos ips - visto que viola os termos de servico dessas hospedagens -, ja nao seria o suficente? tambem devemos levar em consideração que quebra de sigilo e investigação em processo implicam em sigilo enquanto houver o processo legal em andamento, pela nossa constituição (algo justo para sites que compartilham cp e crimes, onde o bloqueio deve ser imediato, a nao ser q uma operação maior dependa de alguma falha onde o autor do site é desconhecido e deve ser feito um phishing reverso) ha tambem o debate se as redes devem ser responsabilizadas pelo conteudo publicado pelos usuarios... |

Em minha opinião o CNJ deveria manter um comitê de consultas para assessorar os juízes com questões técnicas antes de tomarem uma decisão sem entender as implicações do que decidiram. Alguém que explique para ele que bloquear o GitHub ou uma CloudFlare o efeito vai ser semelhante a emitir busca e apreensão numa cidade ou num condomínio por causa de um único morador. Tenho certeza que a maioria absoluta dos juízes que tomam essas decisões não tem noção disso. Quanto a manter público, essa deveria ser a regra e o sigilo só nos casos previstos em lei. |

Atualmente, se um processo resulta no bloqueio de um CDN que, como efeito colateral, bloqueia o site da sua empresa (por exemplo, uma loja virtual durante a Black Friday), você não é informado sobre o motivo do site não funcionar. Ao descobrir que se trata de um bloqueio injusto, precisa arcar com custos advocatícios para ingressar com um pedido de remoção do bloqueio, sem direito a qualquer indenização. Isso resulta em prejuízos com vendas perdidas e despesas legais — o que é inaceitável. Possíveis soluções
ConclusãoEssas medidas visam corrigir a injustiça e a ineficiência do sistema atual, onde bloqueios mal implementados prejudicam negócios legítimos, sem oferecer transparência, canais de defesa ou compensação pelos danos sofridos. É bizarro como juízes tomam decisões sem o menor conhecimento técnico e sem se preocupar com as possíveis implicações do que decidem. Se vc é um revendedor de hospedagem compartilhada e um dos seus clientes age ilegalmente, boa sorte pra lidar com todos os outros clientes legítimos no seu pé e vc sem a MENOR NOÇÃO do que tá acontecendo por "segredo de justiça". Fora que a gente já sofre uma urgência em adotar o IPv6 porque o IPv4 simplesmente já esgotou. Aí vc aluga uma Cloud com IP dinâmico e eventualmente fica inacessível pq deu o azar de receber uma faixa bloqueada. E o provedor de Cloud sem ideia do que aconteceu por causa de "segredo de justiça". Ninguém se preocupa com a população nesse país. |

The fact that they can block silently such critical infrastructure like that and how it's becoming more and more common makes me really concerned about democratic backsliding in Brazil, I fear it could expand like the Great Firewall |

We need to fight for justice, because thats a violation on our human rights. The best way to go toward this is to spread the word, and propose solutions. We also need to acknowledge that illegal material needs to be removed from the internet, however, that need to be done in a proper way - not by secretly and deliberately blocking whole services. |

Oh yes, the great censorship that's happening in Brazil following LEGAL orders in criminal cases that usually take weeks if not months to take effect and have no consequences for the citizens that find workarounds to access the non-illegal content that was blocked as side effect of blocking the illegal content... What's concerning is that the government justice body in Brazil needs more technical staff to avoid the blocks being done is such poor manner, or find other more effective ways around it. And I agree that the blocks needs more transparency to the citizens, since in current state of things they can affect people/businesses not related to the criminal cases. What happened in this thread, I'd say most of it falls way more under the category of ignorance/incompetence than in malice. |

It’s similar to law enforcement: a crime committed on private property does not grant immunity from the authorities entering the premises and upholding the law. I recognize that blocking IPs and DNS is both ineffective and disproportionately disruptive. Such measures barely affect piracy operators, while potentially impacting legitimate services and customers who rely on shared infrastructure (like entire CDNs). This issue leads us to consider deeper factors contributing to piracy, such as:
In essence, rather than focusing on blunt technological blocks, we should address the core issues driving piracy—economic accessibility, platform consolidation, privacy concerns, and consistent availability of content. Implementing these strategies would be far more effective in curbing piracy than indiscriminate IP blocking. |

Hello, all github.io pages websites in Brazil are currently down when trying to access from some ISPs.
Our webpage is https://qiskit-fall-fest-2024-brasil.github.io/
but many others from Brazil are down too, like
https://coronavirusbra1.github.io/
https://brazil-data-cube.github.io/
https://afucher.github.io/
https://lucasrafaldini.github.io/
https://matheuslaidler.github.io/
I tested with 2 ISPs.
In one of them, NetVirtua, with IPV4 the websites won't load
but enabling IPV6 on my Ethernet adapter, everything gets back to normal
With the second ISP, Vivo, neither IPV4 nor IPV6 works:
But if I turn on a VPN, even setting the connection to the same country where the problem is happening, Brazil, everything works normally:
This is happening only for Brazil. I used some free website availability services with these results:

I believe the problem is probably on Github CDN, not on the ISPs, since every other site is working normally.
It's very frustrating since I trusted GitHub pages with my website and didn't bought a custom domain for it, so now I'm stuck, GitHub pages has no direct customer support except for enterprise accounts.
So I'm posting the issue here in the expectation someone can see it.
