chore: Migrate to vanniktech/gradle-maven-publish-plugin for publication

Since 30.06.2025, the OSSRH has reached the end of its life. The current plugin we use for publication does not support the new API available in Maven Central. We should migrate to the https://github.com/vanniktech/gradle-maven-publish-plugin plugin, which supports the new API
