Asking for a release on debian/humble

The last release to debian/humble was 0.3.8. I see that 0.4.0 was released to ubuntu/humble and RHEL/humble, why is the debian/humble release missing? debian/jazzy is again at 0.4.0

0.3.8 does not include #213, as a consequence, ros2_control debian CI jobs on humble fail using the released version

Not sure why the debian/humble did not get the update, let's see what happens with 0.5

The release was not uploaded for debian/humble/bullseye, but for debian/humble/jammy or just debian/humble. this might be the issue, and I see the same in other ros2_controls repos, maybe this is an issue with bloom-release or I just don't understand it ;)

btw: you haven't released it to rolling, on purpose?

I am unclear about the debian issue, I followed up in ros/rosdistro#46443

Not releasing to rolling was an oversight, I will fix that.

I discussed this with @nuclearsandwich on discord, I have "misused" the branches of the bloom-release repo as they are not intented to be used externally ;)
