Upgrade device allocator

Currently the stand-in allocator is under "src/core/lane_allocator.zig"

This is a very simplistic allocator designed to get the project off the ground. A lot more work can go into fixing this thing up.

- Decide a better allocation strategy
- Allow for type sharing within some epsilon
- Create allocator heuristics for dividing the internals
