IDE does not start when Internet access is via a proxy server #2705

Describe the problem
Arduino IDE does not start. It hangs showing the pumping Arduino icon. Some of the last entries within its log:

To reproduce
- Install Windows "Microsoft Windows [Version 10.0.17763.316]"
- Install Arduion-IDE as found in https://github.com/arduino/arduino-ide/releases/download/2.3.6/arduino-ide_2.3.6_Windows_64bit.zip (you may use the ".msi" or ".exe" installers too
- Start Arduino-IDE
- Watch the pumping arduino icon.
Expected behavior
Arduino-IDE just starting presenting its UI.

Make sure your PC does not have direct internet access, but a configured, working proxy to access internet sites (no login neccessary).
