Update the smithy commit hash and all associated chores.

  • update smithy commit hash
  • update smithyVersion
  • run codegen
  • skip TODO protocol tests
  • sync @smithy/* package versions
  • update yarn.lock

testing

  • full build
  • protocol tests
  • integration tests
  • unit tests (check CI)
  • legacy e2e tests
