TCP Business Days Elapsed Script is Failing

This script, which sets the number of business days elapsed since a a traffic control plan (TCP) review was submitted, has been failing since 2/10 with the error: __new__() got an unexpected keyword argument 'start'

I have no idea what the issue is.

@TracyLinder would you let ROW folks know that their TCP reviews may not currently be reflecting the correct age? A script is broken and probably won't be fixed until the end of next week.

quick research—it looks like an issue with the pandas class DatetimeIndex. I'm guessing that when I rebuilt our TDP docker image over the weekend, it bumped the pandas version up to a newer version with a breaking change to this class. We need to specify the exact pandas version we're using in requirements.txt, which is an obvious best practice that would have prevented this issue.

Removed the previously deprecated keywords “start”, “end”, and “periods” from the DatetimeIndex, TimedeltaIndex, and PeriodIndex constructors; use date_range(), timedelta_range(), and period_range() instead (GH23919)
