The problem happens when implementing some interface
In Java, it should be class Bar implements Runnable
In equivalent Dart, it should be class Bar with $Runnable,
But the LLM sometimes makes it as class Bar with Runnable implements Runnable, which produces this error.

This problem could be solved with #2442, or by modifying the prompt to instruct the LLM on how to handle implementing interfaces, as this occurs frequently.
