Bump up devfile registry checks to use go 1.24

Update Openshift release CI run (ci/prow) jobs to use go 1.24.

are failing. Make sure they pass.

Acceptance Criteria

• update ci-operator/config/devfile/registry-operator/devfile-registry-operator-main__v4.18.yaml to Go 1.24
