google-java-format plugin is no longer maintained

The google-java-format won't work properly when updating the Gradle Wrapper to use the latest gradle version (currently 8.4)

The owner of the google-java-format plugin confirmed that the plugin is no longer maintained back in Feb 2021: sherter/google-java-format-gradle-plugin#57 (comment)

I suggest migrating to use the spotless plugin as it's actively developed: https://github.com/diffplug/spotless
