Cannot init at disk root on Windows #607
Description
Calling dvc init at the root of some disk (e.g. D:\) under Windows fails with error:
Unexpected error: Absolute path 'D:\\.dvc\\config' is not in git repository at 'D:\\'
Tested with Windows 10 x64.
Steps to reproduce:
- Open cmd and move to the root of a disk (e.g. D:\)
- Enter
git initthendvc init
