[HLSL] Rewrite semantics parsing #152537

This is the first PR to implement the semantics proposal: https://github.com/llvm/wg-hlsl/blob/main/proposals/0031-semantics.md This PR focuses on the changes required to handle user semantics, but tried to be almost NFC. What changes is the error messages as the semantics case is not kept when reporting error messages. You might notice the SV_GroupIndex semantic is not properly validated as are others. This is an existing behavior that we'll need to fix, but wanted to keep this separated from this rewrite to stay as-close as an NFC as possible. The next PR will add support on the different kinds of I/O we can have using semantics (input, inout param, structs).

This commit adds the support for semantics annotations on structs, but only for inputs. Due to the current semantics implemented, we cannot test much more than nesting/shadowing. Once user semantics are implemented, we'll be able to test arrays in structs and more complex cases. As-is, this commit has one weakness vs DXC: semantics type validation is not looking at the inner-most type, but the outermost type: ```hlsl struct Inner { uint tid; }; Inner inner : SV_GroupID ``` This sample would fail today because `SV_GroupID` require the type to be an integer. This works in DXC as the inner type is a integer. Because GroupIndex is not correctly validated, I uses this semantic to test the inheritance/shadowing. But this will need to be fixed in a later commit. Requires llvm#152537

I was trying to figure out if we had any documentation on the valid ranges for this. It looks like DXC does allow a 32-bit integer, and while I hope to god that nobody is actually doing this it seems to work up to UINT32_MAX:

It probably won't hurt us to give a full 32-bit integer for the semantic index and have the bools be an extra bitfield.

Do we need to store this at all? Isn't this a static property we can define from the semantic type itself?
User defined semantics are always indexable and system values may or may not be based on which system value they refer to. At the moment that's a unique attribute type, but even if we instead make it an enum on the HLSLSemanticAttr
we could just have a switch statement that returns false
for the handful of cases that aren't indexable and true
for everything else.

We never use containers like unordered_set because they are generally very expensive (each insertion requires a malloc).

I worry a little bit about this if/else statement just becoming a bit of a mess, but it's probably fine for now. We can always refactor it later as it grows and we have a clearer understanding of all the cases it needs to handle.

This PR focuses on the changes required to handle user semantics, but tried to be almost NFC.
What changes is the error messages as the semantics case is not kept when reporting error messages.
You might notice the SV_GroupIndex semantic is not properly validated as are others. This is an existing behavior that we'll need to fix, but wanted to keep this separated from this rewrite to stay as-close as an NFC as possible.
The next PR will add support on the different kinds of I/O we can have using semantics (input, inout param, structs).
