Dig out distutils

PEP 632 is proposing deprecating distutils. While the PEP and therefore schedule are not finalized, it is clear that distutils has been unmaintained for years and is destined to be removed.

I think we only use it for nisext and distutlis.version. Probably worth declaring nisext deprecated, as it is also unmaintained, and moving to packaging.version throughout.
