[azuremonitorreceiver] Collect metrics labels from Azure Resource tags

For FinOps consideration, we need to count TS coming from each resources / subscriptions.

Describe the solution you'd like

We have already a tag "service" on all our Azure resources.

We need to map this "service" tag into "service" metrics labels so that we can then easily count TS for each service.

😲 I feel bad. Checking the implementation to give you details, I actually found out that something was already existing but not documented.

Following config

append_tags_as_attributes: true

Is getting all the tags of the scraped resource and append them with label tags_{tag}={tag_value}

Despite this would work, I would like to have a bit more control. Some tags could have a uncontrolled cardinality.

So what I propose would be to turn that field into a list (breaking change are okish since it's alpha)
Similar to what has been done there https://github.com/open-telemetry/opentelemetry-collector-contrib/blob/main/receiver/azuremonitorreceiver/README.md#filtering-metrics

append_tags_as_attributes: [*] # takes every tag
append_tags_as_attributes: ["service", "something"] # takes only tags service and something
