New release for 3.13 in PyPi

Looks like 3.13 got missed (vs https://github.com/pypi/stdlib-list/blob/main/stdlib_list/base.py#L22) from wheels and sdist in PyPi.

Is it possible to cut a new release in PyPi with the update that's in main?

Looks like we just haven't made a release with #139, I made #144 to do so.
