Improve registration handling workflow

webmaster@p.o gets frequent inquiries about registration emails not received and/or email addresses incorrectly entered.

@berkerpeksag suggests that a one-time purge of non-activated accounts following a modification to the registration form to require email confirmation would greatly reduce this troublesome traffic. We'd appreciate it if you could schedule this in.

Not convinced that these two changes are the root of the problem of registration emails not arriving, but they seem worth doing anyway.
