Offline build.rs

Hi,

Is it possible to add an option/feature for offline cargo install bootloader-x86_64-uefi during the build.rs (thanks to the --offline or --frozen option)?

I don't think we want to set --offline or --frozen by default because that will cause issues if the files are not already cached. Have you tried setting the CARGO_NET_OFFLINE environment variable for your build? That environment variable should get propagated to any builds invoked by build.rs.
