Publish platform-native launchers for Scala CLI as the `scala` runner command

Additional requirements

• expediate .msi launcher verification with Microsoft
• run basic sanity tests for each of the launchers on the CI

It seems this will need to be done before #20098 is included in the final release of Scala 3.5.0
