Missing reflection hints for jakarta.inject classes #31259
Description
While working on #31213, I have found that we are missing reflection hints on jakarta.inject.Provider and that we are currently only registering reflection hints on other jakarta.inject classes if they are present on the classpath. The reflection attempt is performed in all cases and we should always register the hints.
