enable hierarchical document symbols and workspace symbols from index by default #1557
Description
After shipping the hierarchical document symbols and the workspace symbols from the new index as experimental features in previous releases, we should now enable them by default. This still allows users to switch back to the old behavior using the preferences.
The only exception for the moment is the preference for the hierarchical document symbols in Eclipse. This can be switched over once the goto symbols view supports hierarchical document symbols (in PrefsInitializer).
