live hover auto-connect on launch should check for actuators #842
Description
The automatic connect of the live hovers when a spring boot app is launched should check whether the project has actuators on the classpath or not - and should not try to auto-connect if there are no actuators on the classpath.
We do a similar check when the boot dashboard deploys an app to a docker target and we need to do the same check if we launch an app. Otherwise, annoying error messages will pop up every time you launch a spring boot app that doesn't have actuators on the classpath. The language server will notify the client after 10 attempts that it wasn't able to connect.
